What I finally decided to do was jig up the ribs to keep the mainspar horizontal, then jig up the training edge to suit. After dry fitting the ribs, I shaved off the balsa not required. So far, it appears to have worked.
I built one of these when I was 15 and I never really fathomed out how that TE was supposed to be assembled at the wingtip. Mine had a rock hard balsa fus as well - it was way too heavy. Never really flew that well
That on the other hand, looks very nice

The single rib at the dihedral joint is at an angle to the respective wing panels. So, as a CAD exercise, I scanned in a rib, traced it, worked out the angle of the dihedral joint, expanded the rib shape in the 'Y' direction to suit, and plotted the result. I now have a pattern to cut the 2 dihedral joint ribs to the right depth.
