If they are new, you have a setting wrong somewhere.
if you are calm and collected when all about you are going berserk - you've missed something important!

I can only think of two scenarios.
If when using another charger the cells take a reasonable charge then that B6V3 is at fault.
If that LiPo does not charge on any charger than the one (or both) cells are kaput!
Just point
On both my 4 button (they have exactly the same button headings) when the charger is actually charging if you press the RH "setting" button the display changes to show the individual cell voltages during the charge via the balance plug.
The charging dplay
The display after pressing the RH Status button
Pressing the button cycles between the two displays
If you charger does the same it shows what the charger thinks the cell voltages are rather than the battery total.
On my chargers I cannot find any parameter I can set that would cause the charger to stop at 10.44V when on a 3s LiPo setting.
I hope this helps

Notice that the balance socket(s) have different ones for different sized batteries. Plug into the wrong one, and the charger will tell you no connection! Is that what BB did?
loads more, if you put the charger name into the search box.
