On the recommendation of a friend I bought a Futaba receiver for use with my TX16S. I was able to bind this successfully but not to set up FailSafe. Under model setup on the TX16S the Internal RF mode is: MULTI Futaba SFHSS.

I followed the Futaba instructions but that didn’t work. Perhaps they only apply if using a Futaba transmitter?

Is there a solution to this difficulty.

Well I've looked into this, and the first thing is, only the throttle, Ch 3, can be set to Fail safe. If TX power is lost or the battery is low the RX holds the last throttle position for 1 second, then uses the throttle position that was set during the Bind procedure. The F/S can be reset by setting the throttle to the desired position and pressing the range button (not the Easy link button) for more than 2 seconds. This is of course with everything switched on and linked.
