A thought has occured to me. Are you looking at GC site, at the 6s lipos you have bought, and going on what is stated on that advert for them that says 22.2v. This figure will be the voltage that they will be when you recieve them. That is NOT the fully charged figure. The fully charged figure is 4.20 v X6 =25.20v. The shipping voltage is 3.7v X6= 22.20 v. So , when you take them off charge the pack should read 25.20v. So there is no need to try and reduce it to 22.20v, which you appear to be doing.
Follow Erics wiring drawing, and you should be on the way to success.

Remember a 3s lipo is 12.60v 4s lipo 16.80 v 6s lipo is 25.20v FULLY CHARGED ie 4.20 v per cell

I'd like you to start from scratch BB.
6s
ESC
RX
Motor without fan (contrary to common belief you will not damage anything!)
1/
TX on, throttle full, trim neutral
Motor connected to ESC, 3 heavy wires
Connect 6S battery
Connect Bec plug to RX throttle
Nothing should happen.
2/
Reduce throttle slowly to zero.
If motor starts, STOP, disconnect main battery, TX off and reverse throttle channel.
Go back to 1/
3/
The motor didn't start this time! Now increase throttle slowly, motor should start and spool up.
So far so good. Now disconnect and reconnect in 10S format, go through the same sequence, hopefully it works.
4/
At this point I would test every single item from the other set in the working setup.
5/
Connect the Watt meter, even at zero throttle it should show a small amount of (quiescent) current. Now spool up (without fan) and see what happens.
6/
If you've got to this point we can now mount the fan (with Loctite) and run up. I would say about half throttle, only try full power when the voltage has sagged to 37volts.
Tell me where this test sequence stalls please BB

ran it through as per instructions, the motor in no. 3 did not start up, still getting high or low voltage signal from esc
No.1 lipo reading on 6s ---- 24.465v
cells---4.8, 4.8, 4.8, 4.8, 4.8, 4.7
programed the esc to 6s and also to automatic cell count

I thought lipos came out new at about 50% charged, so it should have been ok.
Im useing the Gens Ace 6s and lipos in the new plane i have put together this week with a 60a Hobbywing esc and the remaining scorpion motor with a prop on it from the sr, it go's well, getting lots of thrust.
Getting to the stage with the sr where i will bin the whole bloody thing and chuck it in the shed and get on with something else, i dont need all this pissing about.

From your last post, you don't even know if you have too many, or not enough volts!
If you insist on experimenting blind, Try running the fan on one 6S pack. If it now works - or doesn't, unplug that pack and try the other one.
If the fan runs on each one of the packs, separately, there is either a connection in the wrong place, or the speedo can't cope.
if you are calm and collected when all about you are going berserk - you've missed something important!

2 lipos connected together to make 8s, these lipos had never been on this rigg before, both lipos were Tipple from Giant Cod
Lipo No 1 4s 4500mh - 100% charged - 16.810 volts -- cells - 4.20, 4.19, 4.20, 4.22
Lipo No 2 4s 2300mh - 90% charged - 16.310 volts -- cells - 4.07, 4.06, 4.08, 4.09
Programer settings
1 --- BRAKE MODE -- OFF
2 --- BATTERY TYPE -- LIPO
3 --- CUT OFF MODE-- SOFT CUT
4 --- VOLTAGE PROTECTION -- MIDDLE
5 --- START MODE -- SOFT
6 --- TIMING MODE -- 5
7 --- GOVENER MODE -- OFF
8 --- RESERVED
9 --- PWM FREQUENCY -- 12KHZ
10 -- BEC VOLTAGE -- 5.25 VOLTS

STILL NO JOY, Getting exactly the same results as with everything else i have tried
from the escs, both of them wired one at a time to the lipos, giving a to high or to low voltage reading.
With everything standing the watt meter reading was
0.00AMPS --- 0.00 VOLTS --- 0.0 WATTS --- 0.000 AH
